Abstract

The integration of circular economy (CE) principles within the construction industry presents a strategic opportunity to enhance resource efficiency, reduce environmental impacts, and promote sustainable development in Africa. This study employs system dynamics (SD) modeling to examine the complex interactions between material flows, waste management, policy interventions, and economic incentives in the African construction sector. By conceptualizing the construction industry as a dynamic system with interdependent components—including resource extraction, building materials production, construction activities, and end-of-life waste management—the research captures feedback loops, delays, and nonlinear effects that influence the adoption of circular practices. The SD model simulates various policy scenarios, such as regulatory mandates, financial incentives for recycling and reuse, and industry-led innovation initiatives, to assess their potential impact on resource consumption, waste generation, and cost efficiency over time. Results highlight that effective integration of CE strategies requires coordinated actions across stakeholders, including government regulators, construction firms, material suppliers, and end-users. The modeling outcomes demonstrate that policies emphasizing material recovery, design for deconstruction, and the reuse of construction and demolition waste can significantly reduce environmental burdens while maintaining economic viability. Furthermore, sensitivity analyses indicate that the success of CE adoption is highly dependent on the alignment of incentives, awareness levels, and infrastructural capabilities, emphasizing the need for targeted interventions tailored to the African context. The study contributes to a systems-level understanding of circular economy adoption in construction, offering evidence-based insights to inform policy development, strategic planning, and industry practices. By highlighting leverage points and potential trade-offs, the research provides a framework for advancing sustainable construction practices that are economically, environmentally, and socially resilient.
